The announcement of dates for the 38th National Games in Uttarakhand has ignited a fresh dispute between Indian Olympic Association (IOA) President PT Usha and its Executive Committee (EC) members. Usha unilaterally announced the dates (January 28-February 14) and appointed five key committees to oversee the event. However, none of the EC members, who have been at odds with Usha, were included in these panels.

The EC members, led by Joint Secretary Alaknanda Ashok, have expressed their disapproval, stating that the decision was made without their consultation or approval. They argue that such unilateral actions violate the IOA Constitution. Ashok, who was previously designated as the coordinator for the Games, is notably absent from the committees announced by Usha.

The EC also questions the rationale behind the proposed dates, which overlap with India’s participation in the Asian Winter Games (February 7-14). They believe this will create confusion and hinder preparations. Additionally, they emphasize the need for approval from national sports federations and state Olympic associations, who are key stakeholders in the event.

Usha, on the other hand, has accused Alaknanda and other EC members of holding their positions in breach of the Sports Code. She has also formed an ad hoc committee for the Tripura Olympic Association without consulting the EC or General Body.

The dispute has escalated to the point where Usha called a Special General Meeting to discuss the contentious issue of CEO Raghu Iyer’s appointment. However, the meeting was later postponed by her.

The ongoing conflict between Usha and the EC members has raised concerns about the smooth conduct of the National Games. The EC members are demanding transparency and adherence to the IOA Constitution, while Usha maintains her authority as President. It remains to be seen how this dispute will be resolved and whether it will impact the preparations for the prestigious event.

The Indian Olympic Association (IOA) is embroiled in a deepening crisis as President PT Usha and members of the executive committee (EC) engage in a bitter exchange of accusations.

Usha had issued notices to five EC members on September 10, alleging that they held positions in violation of the IOA constitution and Sports Code. Vice-president and EC member Rajlaxmi Singh Deo has retaliated, questioning Usha’s own election as IOA president.

Deo claims that Usha’s “Proposer” and “Seconder” for her nomination were not approved by the IOA General Body, rendering her election “illegal.” She cites the IOA Constitution, which outlines the process for nominating and electing Sportspersons of Outstanding Merit (SOM) to the EC.

Deo has invited Usha to respond to her allegations, which she has shared with the Sports Minister and the International Olympic Committee. Usha was elected IOA president in December 2022, becoming one of eight SOMs selected by the Athletes Commission.

The crisis within the IOA stems from the appointment of CEO Raghu Ram Iyer in January. Usha and the majority of the EC oppose the appointment, leading to a power struggle that has escalated after the Paris Olympics.

Besides Deo, EC members Ajay Patel, Sahdev Yadav, Bhupinder Singh Bajwa, and Alaknanda Ashok have been accused of violating the Sports Code. Deo has criticized Usha for acting on an “anonymous” letter and failing to investigate the complainant’s veracity.

She has accused Usha of malicious intent, aiming to silence EC members who have raised concerns about her alleged violations of the IOA constitution. The ongoing turmoil has severely impacted the functioning of the IOA, casting a shadow over its preparations for future sporting events.

The Indian Olympic Association (IOA) is facing internal turmoil as President PT Usha has yet to receive a letter requesting an emergency meeting to address pressing issues. Eleven of the 15 Executive Committee (EC) members had raised concerns about the “arbitrary” functioning of CEO Raghu Ram Iyer and Usha’s executive assistant, Ajay Narang.

Usha, however, claims she has not received the letter and alleges that the EC members prevented business from being transacted at the March 28 meeting by refusing to allow video recording. She emphasizes that her decisions prioritize athletes’ comfort.

Regarding hotel and ticket bookings, Usha states that despite the IOC’s mandate to complete bookings by August 2023, no action was taken until she intervened. She claims that the IOA failed to release advances for apartment complex bookings for extra team officials, resulting in the lapse of the booking.

Similarly, the IOA’s booking for golfers lapsed due to non-payment. In the case of shooting, the IOA assisted the National Rifle Association of India (NRAI) in securing funds from the sports ministry to pay the advance for the venue, which is located 300 kilometers from Paris.

Usha also highlights that two members of the three-member committee formed to oversee Olympic arrangements made themselves unavailable, preventing the appointment of replacements. She accuses the EC members of obstructing the smooth functioning of the IOA.
